According to the National Institute of Drug Abuse, “abuse of tobacco, alcohol, and illicit drugs cost our nation more than $740 billion annually in crime, lost work productivity and health care.”

Just as Scripture says that a sparrow does not “fall to the ground apart from your Father”, neither does a drop of rain.  We may not know why God causes or allows a hurricane, but it reminds us “the whole creation groans and suffers the pains of childbirth” because of sin (Romans 8).
